This plugin provide ability to set additional shipping surcharge based on state and exclude state from free shipping.
Plugin create additional attributes for `s_core_countries_states_attributes`:
– oss_surcharge — Shipping Fee based on state
– oss_free — Free shipping shouldn't apply to this state
